According to Decision No. 1274/QD-TTg dated October 26, 2024 on approval of investment policy and Investor approval, the 500kV Lao Cai - Vinh Yen Transmission Line Project is expected to be commenced its construction at the end of December 2025; striving to be finalized its energization and put the project into operation in May 2026. The project has a total investment of more than VND 7,000 billion with a length of approximately 228.92 km passing through provinces of Lao Cai, Yen Bai, Phu Tho, Vinh Phuc and expanding two (02) more 500kV feeders at the 500kV Vinh Yen substation to the 500kV Lao Cai substation.
Attending the signing ceremony were Mr. Bui Phuong Nam - Director of Power Project Management Board 1, Mr. Nguyen Huu Chinh - General Director of PECC1, Mr. Tran Cao Hy - General Director of PECC4 and related leaders and officers of the three parties.
With this signed contract, the PECC1-PECC4 Joint Venture shall implement package No.3TV-DZ500LC "Investigation Consulting, preparation of FS Report, Investigation, preparation of Technical Design & Project’s Construction Cost Estimation, and preparation of Construction Drawing Design" with a value of VND150,679,058,486, including following works:
- Construction investigation, preparation of FS Report:
+ Investigation of topography, geology, hydrometeorology to prepare FS report of the Project;
+ Preparation of FS Report;
+ Preparation of Building Information Model (BIM);
+ Preparation of Project’s Environmental Impact Assessment Report (EIA);
+ Preparation of specialized agreement documents;
+ Investigation of forest trees outside the Right of Way of the line that may fall onto the transmission line;
- Construction investigation, preparation of technical design and project’s construction cost estimation, construction drawing design of the project and author supervision:
+ Investigation of topography, geology, hydrometeorology to prepare technical design, construction drawing design;
+ Preparing technical design and cost estimation for project construction, prepraring construction drawing design and specialized agreements;
+ Preparing tender documents/request documents for bidding packages related to construction, materials and equipment;
+ Preparing building information models (BIM) for technical design and construction drawing design stages;
+ Carrying out cadastral map extraction, preparing land recovery dossiers, land allocation, land lease for compensation, support, resettlement to clear the site, land lease, and issuance of land use right certificates;
+ Setting up site clearance markers;
+ Preparing documents and agreements;
After being put into operation, the project will transmit capacity of hydropower plants in the Northwest region and neighboring provinces to the national power grid; create a strong connection among regions in the power system and increase capability of safety and stably operation for the national power system.
The project also aims to reduce energy losses in transmission grid, increase efficiency of EVN's electricity production and business. There’s provision for the need to import electricity from China.
