In the afternoon 11th September, 2013 at head office of Ministry of Industry and Trade (MOIT), the General Department of Energy (under MOIT) and Sembcorp (Singapore) signed the MoU on development of BOT (Building- Operation- Transferring) Dung Quat Thermal Power Plant Project.

Speaking at the signing ceremony, General Director of General Department of Energy – Mr. Pham Manh Thang said that the 1,200MW Dung Quat Thermal Power Plant will be constructed in Binh Son District, Quang Ngai Province, with total investment capital of about USD 2 billion . The two 600MW units plant will generate 7 billion kWh of enery per year and is an important source of power supply for economic development and for national energy security in incoming years

According to General Department of Energy, under guidance of Governmental Prime Minister and Minister of MOIT, after four months of preparation and project development plan establishment, negotiation of contents mentioned in Project Development MoU, up to now, negotiation of MoU between General Department of Energy and Sembcorp has finished, marked an important advance of the project development.
Also at the signing ceremony, on behalf of Sembcorp, Mr. TAN Cheng Guan, Deputy General Director, thanked assistance of MOIT – General Department of Energy, Quang Ngai Provincial People’s Committee, relevant professional agencies and the project consultant (Power Engineering Consulting Joint Stock Company 1- PECC1) who had taken attention on guidance, cooperation and assistance for Investor during implementation of the project.
As scheduled, unit 1 will operate commercially in September 2020 and whole plant will be put in commercial operation in March 2021
