Prime Minister Nguyen Xuan Phuc’s visit to Thai Binh Thermal Power Project

In the afternoon of April 8th, Prime Minister Nguyen Xuan Phuc and the Government’s delegation visited Thai Binh Thermal Power Project (a project being invested by Vietnam Electricity).

At the meeting, Prime Minister Nguyen Xuan Phuc highly appreciated the great efforts made by EVN and Thai Binh Thermal Power Project Management Board in keeping on track the project implementation time schedule.

“600 MW power capacity of Thai Binh Thermal Power Plant will be of considerable significance to the national power system, therefore EVN and the Project Management Board as well as the contractors should stick to the plan, quality and safety objectives with the aim of putting into operation the first unit by May 2017”, instructed Prime Minister Nguyen Xuan Phuc.

At the meeting, Chairman of the Board of Members of EVN offered the People’s Committee of Thai Binh province VND 13 billion for building three schools in the province. This fund is drawn from the welfare fund of EVN.

 

According to Thai Binh Thermal Power Project Management Board, up to now the project has been completed more than 96% in terms of the time schedule, in which 99.87% of the project design, 99.93% of equipment manufacture and procurement works, 99.04% of the construction works and more than 76% of the machinery installation and erection have been completed.  

The boiler of the first unit has been burned for the first time on March 23rd, 2017 and other relevant commissioning and testing works are ongoing. At present, the EPC contractor has been clearing and blowing the boiler’s pipelines, striving to synchronize the first unit run by oil in the national power grid on May 19th, 2017 and to commercially operate the unit by October 2017.

The power plant has been under environmental monitoring according to the current regulations with the monitoring frequencies which are once per month as for surrounding air, noise and vibration environment, three times per month as for underground water, surface water and biological environment. Environmental protection equipment such as flue gas stack, electrostatic precipitator system, flue gas desulfurization system, exhaust gas monitoring system, sewage treatment system have been installed and tested. Sewage discharged during the commissioning process will be collected and absolutely treated.

According to the PMB, when two power units are put into operation, the plant will consume approximately 1.6 tons of coal every year with the coal ash and cinder amount of about 570,000 tons. In order to handle the ash and cinder problem, in July 2016, Thai Binh PMB signed a principle agreement to deliver the entire amount of fly ash, boiler bottom slag and gypsum to Minh Phong Investment Joint Stock Company when the power plant comes into official operation.

The PMB will have reports every month and every quarter on environmental protection activities during the construction period and send to the local authorities at all levels of Thai Binh province.

“At present, tasks relevant to online monitor of the project’s environmental parameters have been executed. Communication on environmental protection has been conducted regularly on the local media channels. In particular, so far 10 delegations from the Government and local communities have visited to the project”, said a representative of Thai Binh Thermal Power Project Management Board.

Thai Binh Thermal Power Project:

- Being implemented according to the Investment Decision No. 5276/QĐ-BCT dated September 29th, 2008 issued by the Ministry of Industry and Trade;

- Project’s capacity: 600 MW (2x300 MW);

- Total investment cost: more than VND 26,584 billion, of which the Japanese ODA financial resource accounts for 85% and EVN’s counterpart fund accounts for 15%;

- EPC Contractor: Marubeni Corporation (Japan);

- Completing commercial operation of unit 1 in Quarter IV/2017; unit 2 in Quarter II/2018.
