Vietnam's first LNG power plant reaches important technical milestone

On May 17, 2025, Nhon Trach 3 LNG power plant operated stably for 24 hours continuously at a designed capacity of 812 MW, exceeding the designed capacity at some times. This is a particularly significant milestone in the journey to put the plant into commercial operation. After this period, the plant will continue to calibrate, operate at full load for 72 consecutive hours and conduct calibration test and performance test.

The successful implementation of the trial run at maximum capacity, especially in the conditions of high ambient temperature parameters at the project location such as cooling water and inlet air temperature, has partly demonstrated the responsiveness of the equipment, and is also a clear demonstration of the wise decisions of PV Power - the Project Investor in choosing the technology and equipment of the project as well as the comments of the consultant, Power Engineering Consulting Joint Stock Company 1 (PECC1) during the preparation of Technical Design of the project.

PECC1 is proud to be the unit that has accompanied the Project Investor, PV Power from the very first stages of the project, including preparing the Pre-Feasibility Study (Pre-FS) Report, reviewing the Feasibility Study (FS) Report, preparing the Technical Design and maintaining close communication throughout the implementation process. As a technical consultant, PECC1 inherits a tradition of extensive expertise in the electricity industry, owns a team of experienced consulting engineers, solid analytical and technical solution capabilities. This team has contributed various accurate comments, assisting the Project Investor in making timely decisions to achieve the current success.

  • Advances in design consultancy

For combined cycle gas turbine (CCGT) power plant projects, in the past, local consultants mainly only undertook services such as planning, preparing Pre-FS Report and FS Report. PECC1's direct role in overall technical design for EPC contractors based on close coordination with equipment suppliers is a step forward in terms of professional capacity, while affirming PECC1's role in participating more deeply in the value chain of large-scale energy projects.

During the investment preparation phase, based on in-depth study of technology reports, public documents, specialized seminars and analysis of development trends, PECC1 made recommendations on the selection of high-capacity, high-efficiency units, H-generation technology is an inevitable trend that countries around the world are using. This is a state-of-the-art technology, belonging to the group with the highest performance and design capacity that major companies in the industry have competed to develop to affirm their technological capacity.

In this project, PECC1 also carried out the technical design and construction design of a grid connection substation, including amending the connection agreement to comply with the new planning, ensuring synchronization of transmission infrastructure and compliance with current technical standards.

In the context of extremely urgent schedule requirements, PECC1 implemented a partial design solution, enabling to shorten the project schedule, reducing costs and effectively controlling legal risks.

To date, Nhon Trach 3 LNG Power Plant has connected to the national grid, with a cumulative power output of about 74.5 million kWh, a solid step towards commercial power generation in 2025.

  • LNG Power Plant Utilizing Most Advanced Technology in Vietnam

The Nhon Trach 3&4 Power Plants are the most state-of-the-art LNG power projects in Vietnam, the first ones to employ a unique single-shaft configuration, featuring high-efficiency, high-capacity gas turbine units utilizing clutch couplings – the most currently available advanced technology.

Amidst the irreversible trend of energy transition, surging energy demand for AI and large-scale computing, and with major equipment manufacturers fully booked until February 2028, prioritizing the Middle East, North America, China, and Southeast Asia (Malaysia, Thailand), etc., it is almost certain that the Nhon Trach 3&4 LNG Power Plants will remain the highest-efficiency CCGT plant complex, featuring the biggest capacity units and the most advanced configuration in Vietnam, at least until 2031.

This is the first project in Vietnam eligible for Export Credit Agency (ECA) financing by fully meeting international technical and environmental standards. This success opens a new avenue for other gas power projects to access international capital more favorably, especially in the context of increasingly constrained domestic credit

  • Local Consultant Standing affirmation

Going beyond the Nhon Trach 3&4 LNG Power Plants, PECC1 continues to broaden its involvement in the LNG power sector by undertaking many other significant projects, among those are:

- Preparation of planning, investment proposals, and FS for a complex comprising a CCGT plant + LNG terminals + 1500 MW Quang Ninh LNG Thermal Power Plant;

- Participation in the preparation of Pre-FS and FS for O Mon II Thermal Power Plant;

- FS preparation for Quang Trach II LNG Thermal Power Plant (1500 MW); etc.,

All of PECC1's consulting deliverables strictly adhere to international technical and environmental standards, ensuring quality and optimizing investment and operational efficiency.

  • To be Confident in Integration and Mastery

Technical design for LNG power projects is a relatively new field in Vietnam, demanding significant innovation in thinking, technology, and governance. With nearly 60 years of experience in consulting on power works, PECC1 has not only demonstrated its capability to adapt and master technology but has also affirmed its pioneering role in the national energy transition endeavor.

The success at the Nhon Trach 3&4 LNG Power Plants is a significant step forward, marking PECC1's maturity and readiness for deep integration, mastering technology, and accompanying the nation on its journey towards modern and sustainable development.
