Soc Trang 7 Wind Power Plant – Phase 2: First Wind Turbine Foundation Concreting Successfully Completed

The No.7 Wind Power Plant Project - Phase 2 (89.3MW) has achieved a significant milestone with the official commencement of turbine foundation concreting works. Thanks to the close coordination between the BOP Main Contractor (Sigma), the Project Owner, the Project Management Consultant, and the Supervision Consultant, the project is strictly adhering to the scheduled timeline. WTG19 Foundation – the first turbine foundation of the project, successfully passed inspection and acceptance and completed the first-stage concrete pour on April 30, 2026.

A KEY RENEWABLE ENERGY PROJECT

The No. 7 Wind Power Plant - Phase 2 is a Grade-I industrial and energy project classified as a Group-A project. It utilizes modern horizontal-axis wind turbine technology, strategically located offshore to maximize the wind energy potential of the Can Tho coastal region. Once operational, the project is expected to provide an average annual energy output of approximately 271,198 MWh. This will help alleviate power shortages in the national grid, particularly in the context of the growing electricity demand in the Mekong Delta.

PROJECT IMPLEMENTATION UNDER SPECIFIC COASTAL CONDITIONS  

Located in a coastal area with unique geological and climate (i.e. former Soc Trang Province, now administratively under Can Tho City), the development of technical infrastructure for this large-scale renewable energy project requires high precision and advanced technological solutions.

Recognizing the vital importance of the timeline, PECC1, acting as the Project Management and Supervision Consultant, has worked closely with the Project Owner and the EPC Contractor. They have maximized resources, optimized management processes, and organized continuous construction to accelerate the progress of technical infrastructure items.

The completion of large-scale piling works on a phased basis and the transition to foundation concreting works, a core component that determines the structural integrity of the entire wind turbine system, affirms the project management, supervision, and operational capabilities of the PECC1 engineering team. This serves as a critical foundation for the upcoming equipment installation phases.

In parallel with accelerating the progress, technical quality control and occupational safety measures are strictly enforced. The Project Owner and PECC1 are committed to full compliance with current construction standards, from the inspection and testing of incoming materials to the supervision of mass concrete placement.

The Health, Safety, and Environment (HSE) management system is maintained 24/7 to ensure zero incidents, with the objective of delivering a project that meets both schedule targets and long-term quality standards.
