Seraphin Waste-to-Energy Plant, with a daily capacity of 2,250 tons, Inaugurated

Hanoi, September 18th – The Seraphin Waste-to-Energy (WtE) Plant was officially inaugurated at the Xuan Son Solid Waste Treatment Complex (Son Tay, Hanoi) by the Hanoi People's Committee and AMACCAO Group. Boasting a waste handling capacity of 2,250 tons per day, the plant generates 37 MW of electricity, sufficient to power tens of thousands of households. This landmark project represents Vietnam's first modern WtE facility developed by a local investor, leveraging cutting-edge German Martin technology. The plant is projected to reduce landfill waste by up to 98% while ensuring emissions, flue gases, and particulate matter adhere to stringent EU2010 standard.

The Seraphin Waste-to-Energy plant strives to advance with the nation's new era, pioneering green economy, circular economy, and digital economy development.

Power Engineering Consulting Joint Stock Company 1 (PECC1) played a pivotal role in this key project from its initial stages, contributing across several critical work scopes:

Power Planning Supplementation covering:

·         Inclusion of the Seraphin WtE plant into the National Power Development Plan.

·         Planning for the 110kV substation connecting to the national grid.

·         Planning for the transmission lines from the Seraphin WtE plant to the grid connection point.

Feasibility Study Report (FSR) encompassing:

·         Surveys for the preparation of the FSR and Technical Design (TD) report.

·         Preparation of the FSR for the power plant and transmission line route.

·         Preparation of specialized reports, including: Fire Prevention and Fighting Report; Connection Report and Connection Agreement for Power Purchase; Relay Protection/Telecommunications/SCADA-EMS Report; Environmental Impact Assessment Report; Geological, Topographical, Hydrological-Meteorological Survey Reports; alongside other essential reports and agreements.

·         Preparation of Technical Design documents.

Furthermore, PECC1 also provided tender evaluation services for the power plant's EPC (Engineering, Procurement, and Construction) package and supported the Investor during the EPC contract negotiation process.

PECC1's significant contributions were instrumental in enabling the Seraphin project to reach completion in just over three years – a "record" in the global waste-to-energy sector, where similar projects typically span 5-8 years.

The Seraphin plant will not only help Hanoi managing approximately one-third of its daily domestic waste but also pave the way for sustainable development, landfill reduction and circular economy promotion. This success further underscores PECC1's capabilities in modern energy and environmental projects, contributing to Hanoi's vision of becoming a greener, cleaner, and more modern city.
